February 10, 2026 – The Minister of Energy and Mineral Resources, Dr. Saleh Al-Kharabsheh, signed today, Tuesday, a joint cooperation agreement with Abu Dhabi Future Energy Company (Masdar), represented by the Director of Strategic and Special Projects Department, Ali Abdullah Al Shammari. The agreement aims to establish a wind power generation project in the Batn Al-Ghoul area in Ma’an Governorate, with a total generation capacity of 25 MW.
Al-Kharabsheh affirmed the deep fraternal relations between the Hashemite Kingdom of Jordan and the United Arab Emirates, particularly the ongoing cooperation between companies operating in the energy sector. This reflects the shared commitment to strengthening strategic partnerships and implementing high-quality projects that serve the mutual interests of both brotherly countries.
The project comes within the framework of national efforts to meet the growing demand for electricity. The agreement stipulates the installation of five wind turbines with a total capacity of up to 25 MW, fully funded by the Government of the United Arab Emirates. This step reflects the strength of fraternal ties and the strategic partnership between the two countries, particularly in the fields of clean energy and sustainable development.
Under the agreement, Masdar will be responsible for the technical supervision of the project, monitoring implementation works, and managing shipping, transportation, and logistics services, in addition to preparing and submitting the necessary reports throughout the various stages of project execution.
Meanwhile, Samra Electric Power Generation Company, in accordance with the provisions of the agreement, will contract a specialized contractor to carry out the engineering, procurement, and construction (EPC) works for the project, with the contractor to be selected by Masdar.
The agreement also stipulates that Samra Company will undertake the operation and maintenance (O&M) of the project, either directly or through contracting arrangements, with the option of engaging Masdar or any of its affiliated companies specializing in operation and maintenance, as deemed appropriate by Samra.
In the same context, the Ministry of Energy and Mineral Resources is committed to securing the land required for the project and completing all necessary approvals, permits, and authorizations from the relevant authorities in the Kingdom, ensuring implementation in line with the approved plans and timelines.
This project represents an important step toward diversifying energy sources and increasing the contribution of renewable energy to the national energy mix. It also underscores the strength of Jordanian–UAE partnership and the commitment of both sides to implementing strategic projects that contribute to achieving sustainable development goals and enhancing energy security in the Kingdom.
