January 29, 2026 – The Ministry of Energy and Mineral Resources held today, Thursday, the steering committee meeting for the “Enhancing Zero-Energy Homes and Buildings” project, implemented in cooperation with the Japan International Cooperation Agency (JICA), in the presence of representatives of partner entities and members of the Steering Committee.
In her opening remarks, Eng. Amani Al-Azzam, Secretary-General of the Ministry of Energy and Mineral Resources, welcomed Mr. Shingo Morihata, Chief Representative of JICA’s Jordan office, and the accompanying delegation the accompanying delegation from the agency, stressing the importance of the ongoing partnership with the Japan International Cooperation Agency, and appreciating the technical support provided by the agency to national projects in the areas of energy efficiency and climate action, reflecting the shared commitment to sustainable development and energy security.
Al-Azzam pointed out that the building sector is one of the most promising sectors in reducing energy consumption and carbon emissions, emphasizing that the shift towards zero-energy buildings in Jordan constitutes an environmental priority, a strategic economic and social goa aligned with the country’s national energy and climate policies.
She explained that the project adopts a comprehensive and integrated approach that is not limited to technical solutions only, but also includes the development of regulatory and legislative frameworks and supporting policies to ensure the consolidation of the concept of zero-energy buildings and its application in the long term.
Al-Azzam also emphasized the importance of designing innovative and practical financing schemes that transform policies into implementable projects by mobilizing funding from both public and private sectors, reducing investment risks, and providing attractive financial mechanisms to accelerate implementation and encourage private sector participation.
For his part, the chief representative of the JICA office in Jordan, Morihata Shingo, thanked the ministry, stressing the importance of strengthening cooperation with the ministry in the project to promote zero-energy homes and buildings in the coming years.
Shingo explained that the agency will continue its technical support to the ministry through energy efficiency, climate action and other projects, reflecting the commitment of both sides to sustainable development and achieving best practices.
Project Director Eng. Ola Sarhan explained that the project aims to conduct technical and economic studies to introduce zero-energy buildings and homes (ZEB/ZEH), develop a supportive financial incentive mechanisms and and prepare draft policies and effective deployment systems to promote the application of clean energy technologies, in line with national sustainable energy plans (such as NEEAP IV).
During the meeting, participants from the ministry and JICA presented various working papers covering a comprehensive project assessment, the action plan for the coming year, implemented activities, and recommendations.
