
April 9, 2025 – The Council of Ministers decided today, Wednesday, to approve the extension of the framework agreement signed between the Government and Fortescue Future Industries for the green hydrogen and green ammonia production project in the Aqaba Special Economic Zone until March 31, 2026.
This decision follows the outcomes of the fourth Green Hydrogen Roundtable Meeting, held on February 26–27, which focused on discussing the implementation mechanism for shared infrastructure for green hydrogen projects. The meeting was attended by interested developers, representatives from the European Bank for Reconstruction and Development (EBRD), and the consulting firm ILF. During the session, key findings of the shared infrastructure study for green hydrogen projects in Jordan were presented—most notably, the importance of reaching a suitable framework that enables developers and financiers to implement the necessary infrastructure to ensure the feasibility and attractiveness of their investments.
The decision aims to establish a unified model for investment agreements, including a standardized framework for all companies interested in investing in green hydrogen, as well as the incentives offered and the expected returns.
It is worth noting that the Government is currently working on defining the types of incentives that will be granted to investors in a way that facilitates their operations and benefits both parties.
Jordan has made significant progress in preparing the necessary regulatory framework to support the development of a green hydrogen industry. This includes updating the Electricity Law to incorporate energy storage, and facilitating the development of dedicated transmission lines to directly connect renewable energy sources with hydrogen production, thus avoiding any grid constraints.
Among the supportive measures is the endorsement of the rationale for a new Gas Law—introduced for the first time in Jordan—which includes provisions specific to green hydrogen and enables the construction and operation of dedicated hydrogen pipelines.
