The Ministry of Energy and Mineral Resources (MEMR) has obtained an allocation of funds from the European Union towards the cost of establishing a 5.0 MW Solar PV grid connected plant at Azraq location.

The MEMR invites national and international firms or entities to participate in this Tender for the design, supply, construction, commissioning and warranty of the grid connected PV solar plant that is to be carried out on an EPC Turnkey Basis.

Tender Documents may be purchased starting from Sunday, July 22, 2018  by interested firms on application to the above where a complete set of Tender Documents will be provided electronically upon payment of a non- refundable fee of JD 300 (three hundred Jordan Dinar) either in cash to the:

Tenders must be delivered to MEMR, at the above address no later than 12.00 noon Amman time on Wednesday, September 19, 2018.  

All Tenders must be accompanied by a Tender Security (Bid Bond) in an amount of JD 120,000 (One Hundred Twenty Thousand Jordan Dinar) in the form of a Bank Guarantee issued directly by an approved Bank located in Jordan, in the form provided in the Tender Documents.

‎As per the Jordanian regulations, the Contractor must have a license from the Energy and Minerals Regulatory Commission (EMRC) for supply, installation, testing, commissioning and maintenance of photovoltaic systems- Class A.

Knowing that among the EMRC license requirements for such scale of projects, “in order for an entity to be eligible for a renewable energy license by EMRC, the entity shall be  classified under the Government Tenders Department (GTD) as Grade (1) in the field of Electro Mechanical specialized in the Electro Mechanical and renewable energy or; a be renewable energy company that is entering into a consortium with a local contractor classified under the (GTD) as Grade (1) in the field of Electro Mechanical specialized in the Electro Mechanical and renewable energy, noting that the installation activity of the renewable energy system has to be done by the classified contractor, while the other activities like: supply, operation, maintenance and commissioning can be done by the company by itself”.
