Energy Ministry and JICA Organize Specialized Workshop about Energy Efficiency at Zero-Energy Buildings

January 14, 2026 – The Ministry of Energy and Mineral Resources, in cooperation with the Japan International Cooperation Agency (JICA), organized a specialized training workshop on Wednesday as part of the project to promote zero-energy buildings.

 

The workshop aimed to enhance the technical and institutional capacities of relevant stakeholders and build a comprehensive understanding of zero-energy building concepts, whether for public or residential buildings. This will be achieved through the development of flexible and incentive-based financing mechanisms that support developers and investors, and contribute to accelerate the adoption of sustainable solutions and improving energy efficiency in the building sector.

 

The workshop included a review of global best practices and leading Japanese experiences in this field.

 

Engineer Lina Mubaideen, Director of the Energy Efficiency and Climate Change Directorate, emphasized that the Ministry is working with various partners to disseminate and promote the concept of energy efficiency in all types of buildings and to facilitate the implementation of zero-energy building projects, in line with national tendencies in sustainability and clean energy.

 

The workshop included training sessions on the concept of Zero Energy Housing, which refers to buildings designed for high energy efficiency, thus contributing to the reduction of greenhouse gas emissions.

The workshop also presented mechanisms for implementing these concepts during the design, implementation, and operation phases of projects, in addition to discuss the challenges and opportunities associated with their application in the local market, and the role of public-private partnerships in ensuring their success.

This workshop is a part of sequence activities included in the project plan, reflecting the depth of the partnership between the Ministry of Energy and Mineral Resources and the Japan International Cooperation Agency (JICA), within the framework of joint efforts to support the transition towards a more sustainable and energy-efficient building sector.
