Minister of Energy Chairs Mining Partnership Council Meeting with Private Sector Representatives

September 11, 2025 – Minister of Energy and Mineral Resources, Dr. Saleh Al-Kharabsheh, chaired today (Thursday) the meeting of the Mining Partnership Council with private sector representatives to discuss the latest developments in the sector, in line with the Executive Program of the Economic Modernization Vision 2026–2029.

During the meeting, Al-Kharabsheh emphasized that the mining sector, which falls under the high-value industries driver within the Economic Modernization Vision, requires strong public–private partnerships to establish future plans for developing this vital industry that directly contributes to the Kingdom’s GDP.

In response to comments raised by participants regarding sector regulations, Al-Kharabsheh invited attendees to review the Natural Resources Law No. 19 of 2018 and submit feedback, while taking into account alignment with the targets of the Economic Vision and ensuring attractive investment incentives for investors. He also highlighted the importance of reviewing the financial incentives system to attract more high-quality investments.

Al-Kharabsheh reaffirmed the Ministry’s openness to receiving private sector initiatives and proposals to advance the mining sector. He pointed to the importance of establishing a specialized center for research and development of natural raw materials, in addition to creating a national metals testing laboratory, to be managed in partnership with the private sector, thereby reducing reliance on external testing.

For their part, the private sector representatives participating in the meeting expressed their appreciation for the Ministry’s efforts to strengthen partnership with the sector. They stressed that mining is a key pillar in supporting the national economy and providing job opportunities.

They also commended the Ministry’s commitment to holding regular meetings through the Council and called for the adoption and implementation of the proposed initiatives in line with Jordanian legislation.
