Minister of Energy and Mineral Resources, Dr. Saleh Al-Kharabsheh, affirmed that the updated Energy Sector Strategy for 2025–2035 represents a comprehensive national plan aimed at enhancing energy security and accelerating the transition toward clean and sustainable energy sources. This, he noted, will contribute to boosting the competitiveness of the national economy and improving citizens’ well-being through a stable and affordable energy supply.
The Minister made these remarks while inaugurating the National Workshop to discuss the draft updated Energy Sector Strategy, held on Sunday with the participation of representatives from government ministries and institutions, the private sector, international partners, and academic institutions. The event is part of the Ministry’s efforts to align energy policies with the Economic Modernization Vision and the Sustainable Development Goals.
Dr. Al-Kharabsheh explained that the development of the new strategy is part of the Ministry’s ongoing commitment to comprehensive strategic planning, with the goal of ensuring energy security, achieving environmental sustainability, and improving energy efficiency. He noted that this workshop represents the final stage of the national dialogue before the strategy is finalized and adopted.
He added that the strategy draft was prepared by Ministry staff with technical support from the European Union under the project “Technical Assistance for Updating the Energy Sector Strategy in Jordan – JESS (2025–2035),” and in collaboration with international experts and sector institutions. The draft focuses on analyzing potential development pathways for the energy sector over the next decade.
Dr. Al-Kharabsheh highlighted that the energy sector is expected to serve as a key driver for supporting various economic sectors in the Kingdom. Signs of this potential are already becoming evident through efforts to maximize the use of local resources and to achieve the targeted growth rates outlined in the Economic Modernization Vision.
The workshop reviewed two primary development scenarios for the sector:
- The Reference Scenario: Based on the continuation of current policies with moderate growth in renewable energy projects.
- The Optimistic Scenario: Aims to increase the share of renewable energy to 50% by 2033, in line with the Economic Modernization Vision.
Participants also discussed a range of strategic options, including: expanding the use of Risha gas field to increase reliance on local energy sources; enhancing renewable energy and green hydrogen projects; developing gas infrastructure in Amman and Zarqa; improving energy efficiency in the industrial, building, and transport sectors; and reducing electricity losses to 8% by 2035.
Attendees commended the Ministry's inclusive and participatory approach in drafting the strategy and emphasized the importance of regularly reviewing the strategy to keep pace with global technological and economic developments in the energy sector.
In conclusion, Minister Al-Kharabsheh expressed his appreciation for the participants' valuable contributions, affirming that all feedback and suggestions will be considered before submitting the final version of the strategy to the Council of Ministers for approval.
