Electricity for All is the Main Objective of "Fils Al-Rif" Rural Electrification Projects

September 18, 2024 - As part of the Ministry of Energy and Mineral Resources' efforts to provide electricity for all, "Fils Al-Rif" / Rural electrification was established under the 1977 electricity tariff, with the aim of delivering electricity to villages and rural communities located outside the municipality's organizational boundaries.

Fils Al-Rif relies on providing its services on foundations and instructions approved by the Council of Ministers with the aim of developing the countryside and the desert by delivering electricity to these areas through regular networks or by exploiting renewable energy sources in producing electricity and delivering it to beneficiaries, thus achieving the goal of reducing the burden of electricity bills on low-income people, as the ministry has been able over the past years to expand the segments of beneficiaries of Fils Al-Rif to benefit 12 diverse segments.

From 2011 to 2023, the ministry has implemented many projects aimed at delivering electricity to villages and rural communities located outside the Municipality boundaries. These achievements come through the Electricity and Rural Electrification Directorate as part of the efforts made to meet the needs of rural communities and improve the standard of living, as the Ministry is working to implement development visions that depend on exploiting local sources to produce electricity, such as solar energy, to ensure that electricity reaches remote communities.

Electricity for individual homes and population centers

The project to deliver electricity to beneficiaries according to the approved segments of local networks based on the Fils Al-Rif’s  account inside and outside the organization is considered one of the most important and largest projects implemented by the Ministry through the Rural Electrification Directorate, as it contributed to delivering electricity to individual homes and population centers consisting of three homes or more, located outside the municipality's boundaries, with a total of (32,270) homes and a financial cost estimated at about (86) million dinars. The project is considered one of the sustainable and ongoing projects due to its importance in serving remote population centers and delivering electricity to them and achieving fair distribution in delivering electricity to those who deserve it.

Solar PV  systems for artesian wells to pump water

The Rural Electrification Directorate implemented projects to install solar PV energy systems not connected to the electricity grid for farms that include artesian wells and are located outside the organization at the expense of the Fils Al-Rif , as the number of solar PV systems installed to pump water from artesian wells reached 9 solar systems at a financial cost of 156,575 dinars, as the project contributed supporting the agricultural sector by installing solar PV  systems to pump water to farms, to reclaim agricultural lands and alleviate the financial burdens on beneficiaries resulting from their reliance on diesel to irrigate farms, and these projects will contribute to creating job opportunities for residents of these areas and improving the living conditions of farmers.

Installing systems for sites located outside the Municipality boundaries and far from the electricity grid (OFF-Grid)

The homes of poor families located outside the boundaries of the municipality also had a share of the services of Fils Al-Rif, by implementing a project to install solar energy systems that are not connected to the electricity grid for this category, as the number of families benefiting from the project reached 122 sites at a financial cost of 633,767 dinars.

This project aims to bear the cost of providing electricity to the homes of poor families located outside the boundaries of the organization and to establish citizens in their lands and develop the local community to achieve one of Fils Al-Rif's goals represented in reducing the migration of people from the countryside to the city.

Fils Al-Rif provides its support to government sectors by installing solar PV  systems for facilities owned by the Jordanian government that require high financial costs to provide electricity to them.

Installation of solar PV systems connected to the electrical grid (On-Grid)

Through its continuous and persistent efforts to reach larger segments and provide services to them, the Rural Electrification Directorate implemented a project to install solar energy systems connected to electrical grids for the homes of poor families and the homes of beneficiaries of the National Aid Fund at the expense of the Fils Al-Rif with a capacity not exceeding (2) kilowatts/peak, as this project aimed to reduce the burden of the monthly electricity bill on poor families and beneficiaries of the National Aid Fund and expand the segment of beneficiaries of the electricity connection service at the expense of Fils Al-Rif project , especially after the percentage of electricity beneficiaries in the Kingdom reached 99.9%, as this project contributed to encouraging local investment and expanding the segment of contractors and local industries for solar energy systems, thus revitalizing the national economy and creating local job opportunities for Jordanians, as the number of beneficiaries of the project reached (7,380) beneficiaries.

The project was implemented in four phases in various governorates of the Kingdom at a financial cost of 7,700,051 dinars.

Supporting the tourism and production sector

The Ministry's projects continue to provide its services and support to various sectors in the Kingdom by supporting the tourism and production sector. Electricity supply projects have been implemented for 18 tourism and production sites at a cost of 5,692,049 dinars, which has enhanced the concept of local community development and created job opportunities in the areas benefiting from these projects.

Supporting the agricultural sector

As the Ministry seeks, through various rural electrification projects, to provide electricity to the agricultural sector, by providing support to 9 agricultural projects at a financial cost of 626,252 dinars, this approach has contributed to rehabilitating pastures and raising the efficiency of livestock production in the Jordanian Badia by exploiting the lands and planting them with green and dry fodder and solving the problems of deterioration of pasture lands in terms of water sources, soil, vegetation cover and wildlife and alleviating the shortage of fodder provided to livestock breeders in the targeted areas.

Economic Benefits

The Rural Electrification Directorate of the Ministry aims, through its various projects, to improve the economic situation of beneficiaries by providing electricity, which contributes to encouraging local investment and expanding the segment of contractors and local industries, as the electricity coverage rate in the Kingdom reached 99.9%, which reflects the success of the projects in achieving their goals.

The services provided through the "Rural Electrification" projects are exempt from fees, which reflects the commitment of the Ministry of Energy and Mineral Resources to provide electricity to the targeted segments of all beneficiaries who meet the approved principles and instructions.
